The pace of human discovery within a scientific discipline is inversely and exponentially proportional to the body of discovery already accomplished inside that discipline. Science under such a burden cannot suffer disruption for centuries to come—mandating multi-agency bureaucratic approval and peer-review for every new effort and at every new doorstep of research.
